APPROACH

A municipal drone programme without the municipal drone programme.

Building your own means aircraft, licensed pilots on payroll, insurance, permits, training and replacement cycles. All of it is a standing cost carried by one budget line, for a machine that flies a few hours a week. Cities that price it out usually order a survey company once a year instead, and live with year-old imagery. On the Aerion network the city buys flights. We place the node, own it, fly it and carry the approvals; departments book missions against a shared schedule, and the cost is split with the industrial and commercial sites in the same radius.

This is the part a survey contract cannot copy. Once the aircraft is already overhead, a second pass costs flight time and nothing else, so a city can buy frequency instead of buying a snapshot. Every mission below is a slot on the node, and the cadence is the product.

Parking compliance sweep

Two passes over a free-window or paid zone, separated by the length of the window. A vehicle present in both, with the clock run out, is an overstay candidate: two timestamped images, the position, and the elapsed time, handed to the parking officer who decides. Wrong parking is the same sweep: on grass, across a crossing, in a loading bay, a fire lane or a bike lane. Cities that want the data before the enforcement start with the plate-free version below and switch it on later.

Winter service verification

Which streets, pavements and yards were actually cleared and gritted this morning, and which were invoiced as if they had been. Snow-pile placement, blocked hydrants and buried bus stops surface on the same pass.

Obstruction & access check

Fire lanes, hydrant approaches, loading bays, bus stops and cycle lanes checked at the hours they are usually blocked. Roadworks are checked against the permit: signed as approved, or a lane taken that nobody applied for.

Roof ice & snow load

During freeze-thaw, icicle build-up over pavements and snow load on flat roofs across municipal buildings, schools and halls. The city closes the pavement or sends the crew before the ice decides for it.

New road defects

Priority corridors flown weekly, compared against last week. New potholes, edge failure, blocked gullies and sunken trench reinstatements appear as changes rather than as complaints, and a defect inside a contractor's warranty period is still provable.

Dated aerial record of every active site. Progress against permit, site boundaries, spoil heaps, access closures and mud carried onto the road. It is evidence for the planning department without a site visit.

Repeat passes over known hotspots, verges, forest edges and yards. New piles surface as a change between flights, with coordinates for the cleanup crew, and overflowing containers feed the collection round before residents start calling.

Citizen report verification

Residents already report potholes, dumping and broken benches through the city's app, and each report costs someone a drive out to look. Reports inside the radius are queued onto the next scheduled pass instead: confirmed, sized and photographed before anyone is dispatched, and closed with an image when the work is done.

Objects on public land

Snow removal is billed by the load. Photogrammetry over the dump site and the collection points measures what was actually moved, in cubic metres, on the dates it was moved. It is the same technique the network already runs over stockpiles on industrial sites.

Outfalls & illegal discharge

Ditches, storm outfalls and riverbanks checked for what is running out of them. Discharge that is warmer, darker or foaming against the surrounding water is flagged with a location, so the environmental officer samples a specific pipe instead of a catchment.

WHY THE CADENCE IS AFFORDABLE

One flight, several products.

A survey contractor flies for one deliverable and charges for the mobilisation. The same pass over your city produces layers that different departments were each going to buy separately, which is the other half of why frequency stops being expensive.

CURRENT BASE IMAGERY

A dated orthophoto for planning, GIS, consultation and the public portal. Publishing it is also the cheapest way to build acceptance for everything else the drone does.

A city is also a few hundred buildings that are not the city's.

Most of the roofs inside the radius belong to housing associations, not to the municipality. Each of them faces the same short list: is the roof failing, where is the heat leaving, and what does the renovation application need as evidence. Individually none of them can justify a survey; a single cold, still winter night over the district produces a thermal and visual record for every one of them, and each association buys its own building's report. The municipality gets a district-wide heat map out of the same flight for its energy planning, and the node gets the demand that makes the city's own cadence cheaper.

THE BUDGET CASE

Aerial monitoring is usually sold as insight. For a municipality the faster argument is arithmetic: the subscription sits against money the city is already losing.

Paid parking that is actually paid

Enforcement today covers the streets an officer can walk. A daily sweep covers the zone. The point is not more fines. It is turnover in paid spaces, loading bays that stay loadable, and fire lanes that stay clear, which is what the fee system was supposed to buy.

Services you paid for, delivered

Sweeping, mowing, gritting and snow clearing are invoiced monthly and verified rarely. Before-and-after passes make delivery a matter of record, and one disputed winter month usually costs more than a year of coverage.

Works that match their permit

Unpermitted building, unregistered extensions, lanes closed without approval and land used outside its designation all show up as change between two flights. The city checks them against its own registers and acts inside the deadline instead of years later.

Defects caught inside warranty

A road failure found four years after resurfacing is the city's problem. Found in the second winter, with dated imagery, it is the contractor's. Cheap repairs also stay cheap: a sealed crack is not a rebuilt junction.

Municipal aerial work only survives if residents accept it. Every mission on this page is scheduled infrastructure work with a stated purpose, flown on a published cadence, not open-ended surveillance of neighbourhoods. Imagery and detections are stored in Estonian and EU data centres, retained only as long as the mission requires, and released to the department that ordered the flight. We would rather a city publish its flight schedule than defend a secret one.

Enforcement missions carry a harder line, because they touch people rather than assets. The drone gathers evidence; it never issues anything. Because a node also serves the terminals, plants and sites around the city, a municipality is not carrying an aircraft on its own. That is the difference between imagery once a year and imagery every month.

INSIDE THE CITY BOUNDARY

The municipality is the anchor. The rest of the city rides the same node.

Almost everything the network flies for already sits inside a city: the sites being built, the grid feeding them, the roads between them, the port at the edge of them. When the municipality anchors a node, those operators join at network rates instead of waiting for a node of their own, and the city's own cadence gets cheaper because they did. These are the site types already on the network.

What councils ask first.

Can a small town or rural municipality use the network, or is it only for cities?

Any local government inside the service radius of a node can join, and size is not the qualifier. A rural municipality with a few hundred kilometres of gravel road, a handful of municipal buildings and a seasonal flood problem is often a better fit than a city, because it has the least chance of ever justifying survey flights on its own budget. What matters is whether the territory falls within 10 km of a node, not how many residents it has.

How much of the cost does the municipality actually carry?

A share of it. The node is placed to serve everything inside its radius, so the industrial sites, ports, plants and construction projects around the municipality carry the aircraft, the crew and the approvals alongside it. That is the entire reason a monthly cadence is affordable for a town at all. Exact pricing depends on which missions you want and how often, and a site assessment comes back with a configuration and a quote.

When can our municipality start?

Maardu and Paldiski nodes are active in 2026, with Tartu, Pärnu and Narva following in 2027, the Tartu work opening alongside the U-space sandbox. If your territory sits outside a live radius, a dedicated city node is the other route, at three to five months from signature.
